Mobile bug workflow

In general, the workflow for Mobile bugs is the same as for regular bugs (/Bugs/WorkFlow)

In addition, bugs which affect mobile should

• Be tagged with the ume tag

• Have ubuntu-mobile subscribed to the bug.
