Improve Adept and port missing package manager tools to Kubuntu

Rationale

Kubuntu has some missing tools, we should match Ubuntu for functionality. We should review the funcations of Adept to see where it can be improved.

Use cases

Maisie wants to upgrade from Kubuntu breezy to dapper, but there is no dist-upgrade tool to do this.

Mark has downloaded a .deb and wants to install it, but there's no application to do this in kubuntu.

Adept's Repositories Manager needs UI improvements.

Add repositories manager to adept-installer

Either port gdebi to KDE or add equivalent functionality in adept

Improve adept-batch to be able to add repositories?
